The Housing Choice Voucher Program is the federal government's major program for assisting low income families, the elderly and the disabled to afford decent, safe and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.

The participant is free to choose any housing that meets the requirements of the program. Housing Choice Vouchers are administered locally by the public housing agencies (PHAs) and receive federal funds from the U.S. Department of Housing of Urban Development (HUD) to administer the voucher program. A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the Program. This unit may include the family's present residence. Rental units must meet minimum standards of health and safety, as determined by the PHA. A housing subsidy is paid to the landlord through direct deposit.

Federal guidelines for affordability equates to a household not spending more than 30% of their income on housing costs. The Coventry Housing Authority currently administers 278 Housing Choice Vouchers.

Housing Choice Voucher Homeownership Program

Eligible families can also use their Housing Choice Voucher to purchase a home through the Housing Choice Voucher Homeownership program. The Housing Choice Voucher Homeownership Program is designed to assist families in achieving the dream of homeownership while having the security of the Housing Choice Voucher program. Through this program the monthly Housing Choice Voucher Housing Assistance Payment would be applied to a portion of the Monthly Homeownership expenses.

The Housing Choice Voucher Homeownership Program is essentially the same as the current Housing Choice Voucher Program with the exception that the family is the owner of the property. That exception allows families the opportunity to benefit from equity in the home, tax deductions and the pride involved in owning a home in Coventry. The rules and regulations of the Housing Choice Voucher Program still apply in addition to other guidelines especially geared towards homeownership.
